Filling it with Alumilite or maybe even Fiberglass resin, then re-boring might work. Not a whole lot you can lose at this point. Throwing it out and finding another handle might be just as easy though.

My M2 dd brush measures at 21 mm. I do believe that was the same size as yours even though it is wood. (M = metal)
So what you have is a very sloppy edge and a hole that is the same. I also see a crack ? I suspect this brush was not cheap and you really would like to save it. Which by the way, if you decide to trash it, send me a PM please.
Here is what I would do.
ca glue the crack and let it sit for a day.
Convert the drill bit size to mm. and buy a knot that size or smaller. (this would depend on how far down you went with the drill.)
Fix the rim of the brush by sanding it round and smooth. You could flare the top edge instead of making the hole bigger. just get it round and smooth at first. When the knot comes find an "o" ring that will fit snugly around the base of the knot and will also look appropriate when sitting on top of the handle. I would think inset would look the best but this all depends on the "o"ring you use and the hole you create. You can move the "o" ring up and down the knot to get an idea of the feel of the loft you want. Make sure the hole is the right depth and fit it all together to see what you got. If it looks like it will work, set it all in the handle with epoxy.
It is a lot of work but that's what I would try.

Set it at 48 mm,you can set it with a dab of silicone, try it,if want it higher or lower.just pull it out and adjust it,but you need a solid base for the knot to sit on.
