Talking about North American Indians and Immigration the ultimate paradox involves them. There is this concept of Deportation and one of Exclusion. You deport folks from the U.S and Exclude them to keep them out (though there are exceptions). Indians who live near the Northern Border and migrate to Canada and back south again have a treaty with the U.S and Canada allowing them free access to cross. Of course the ones born in the U.S are U.S Citizens (at one time they weren't, as I recall they were made U.S Citizens in the early 20th century) but the ones born in Canada are Canadian Citizens. So the law says the Canadian Indians can't be excluded from entry into the United States however they are deportable. So if some dude is a mass murderer we can't keep him out but the minute he steps foot in the U.S he can be arrested and deported back to Canada and the cycle starts all over again. The same goes for U.S Indians who go into Canada. They can't be kept out of there either.
