The article was really funny. I can imagine the Canadian Police thinking - just another routine day and suddenly the wind kicks up and their day was just ruined by 12 hours of paperwork...

That's because he's probably sequestered in a security bunker deep underground waiting out the invasion. Odds are good that he's in the middle of planning a retaliatory strike.
