Both of these places sell great steaks, although not from the Midwest. Unfortunately, you could go to a top steakhouse and spend about the same $$$ for a comparable cut, and get it expertly prepared.

I've received some Omaha's as a gift once... thought they were way over rated, both in price and quality. I've heard good things about Allen Brothers, but unfortunately I don't have any first hand experience with them.
Although I can seldom afford it, a nice dry aged prime grade ribeye is about as close to heaven as I think I'll ever get.

I'm not sure how you feel about steakhouses vs. making your own steak, but if your father in law lives anywhere near you there is probably a Smith & Wollensky's nearby. I've eaten there twice -- once before my first deployment and once on my honeymoon -- and it was the best damn steak I have ever had. They sell gift cards...just a thought.
