If not you are lapping wrong.
The Diamond is good for to get the surface to a plane (geometry) but it is too coarse to make the surface smooth.

I disagree.
Both these stones have been rubbed with an Atoma 1200 diamond plate every time they are used. 2 years now. As you can see, no coarse scratches. The diamond plate may be a little scratchy when new but not when broken in.
