    English weekly set for the French market (incision of the days in old French), and probably commissioned by religious (in place of the manufacturer's hallmark is the engraving "Ave Maria".
    1820-30 era, ivory handle worked on pinwork (or piquet work)

    My guess would be it's a paddle strop or a paddle strop/hone combination....

    Yes, is a Belgian coticula cut in to the form used for the antique sets.
