Thanked: 61) if the issue is that you are not sure the razor you have is shave ready, take it to Ross's and have them look at it. They would probably hone it for you for a fee. If it is a question of whether it is reputable steel, just tell us what brand of razor it is.
2) I certainly hope that you have (by now) contacted the member in question. They will probably want to make things right. Since, at this point, there isn't a way to be sure if it is the honing or the stropping, I (personally) would shoulder part of the cost (if it had been a razor I sold).
3) Send it to one of the honemeisters.

I'm almost tempted to take you up on your offer, but I couldn't feel good about making you part with a razor for $5 when I've never bought anything from you

I have this Anton Wingen "Red Point" that I had listed in the classifieds that didn't sell. I wasn't going to lower the price any further. It has a few flaws, some Pitting on the blade, The scales are warped, but it closes cleanly between the scales and it shaves well.
I was feeling, "I'd rather give it away than lower it more." when I saw this thread. The planets were lined up correctly. I felt a member of the forum needed to do this and it happened to be me this time.

I'm a newb, but that looks to be a Double Arrow. They're not Pakistani, but, I believe, Chinese. People have all kinds of opinions about the Double Arrows, but a lot of members really like them, often rescaling them. Sometimes the Double Arrows have quality control issues with the overall grind, and the scales are cheap, but the steel is decent.
I have one and I like it. It's not my most comfy shaver; it doesn't have that magic smooth feeling some razors have, but it shaves well and without irritation. I recently re-honed mine (to set the bevel without tape) and it pops the hairs off my arm. I find myself returning to it because I like the utilitarian simpleness of it. It's just a nice, cheap tool - nothing fancy.
So, it's not a high end razor but neither is it a worthless razor.

Yeah, it does look like a DA but, a fairly well made one--not as rough as mine was, anyway.
