Probably won't find at lowes/homedepot/big box hardware store.
Independent hardware might have it
But autoparts stores seem to always have it, even big chain stores always seem to have up to 2000 sometimes 2500
Independent parts house that caters to body shops will for sure have paper likely to at least 2500 and higher

If you want a mirror finish find some jewler rouge. Plan to spend some time using it as it cuts very slow but with elbow grease The resaults are worth it.

I found absolutely everything I needed at sandpaper.ca (100 up to 3500, and then 10k and 12k in microgrit for polishing). If you're not in Canada, though, there are better options, most of which have already been mentioned.
I also think you should try Maas metal polish. I've tried dozens of different metal polishes and it seems to continually work the best on just about everything. Handsanding is a cripplingly slow process to work through, and if your razor doesn't really need it (it doesn't look like it) you would probably be better off just polishing it.

+1 on the MAAS, I've also used Mother's Mag and Aluminum polish, also available at Auto Parts stores, maybe even Wal Mart. Both are used with good old fashioned elbow grease.....
P.S. All your blade needs is some polish, no sandpaper.....We have assumed control !
