Or is there more to it than the bars next to your name? Can you eventually lose your membership or something?
If people are really that worried about it, instead of "should we ban/punish whoever gives negative reps," the vote should really be: "should we remove the feature of negative rep, yes/no".

I mean, there are not that many ways for new guys to differentiate between existing members, post count would (in many places) be the main method, but that's not a particularly great way of measuring people.
The whole point of this system is that you care, and you try and present your self in the best way possible, and hope that your manor and knowledge are appreciated by people, and that is fairly reflected by your little rep dot things and your thanked posts - both of which are promenant features next to every single post you make.
