I've heard this line quoted many times, but since I've not read this Shakespeare work I didn't know the context of the line. According to at least one source, Dick was suggesting "eliminating those who might stand in the way of a contemplated revolution". ("The first thing we do, let's kill all the lawyers" - it's a lawyer joke)

From what I remember (from the clift notes) He said it as the first step to destabilize the country.
