All FFL dealers HAVE to do a BATF form and have to follow the laws for their state... I have never lived in a state where a Gun show allowed the sale of a firearm from a booth without an FFL... I have only lived in very firearm friendly states

What is not covered in a gun show or anywhere else is a private sale.... BUT any responsible gun owner does the Form anyway when they sell the gun and gets ID, I never did it for Criminal activity per se I did it for protection from Civil Liability, anytime I sold a weapon... Even if I sold the weapon to a good friend I still had them fill out the form, and a Bill of sale accepting the firearm in good working condition and accepting all responsibilities after the sale...

But then again I am a responsible gun owner...
