Could be, or not I suppose
IMHO the characteristics seems to say end 18th century - beginning 19th century,
from which period it is made, I don't know, more information of the maker could help,
but at the moment I haven't got anything yet...
Maybe others do...
I would perhaps say it leans more to the beginning of the 19th century though
Nice to see London made razors for a change!
And nice looking razor as well!

A few mixed ones of the style with hollow at the toe. The one on the bottom is really interesting, the form is right, but it's a Harwood & Co, so it's probably a callback to the older style.
