IMHO it appears to be a swallow:
月燕 = Tsuki tsubame
月 = Moon
燕 = Swallow
Further, I do not know anything about this...

Speaking of muffed up tattoos, when I was 17 I did something similar and got a Japanese lettering tat. Would like to get a cover up for it, however if it means something it would be cool to leave it, and add to it. It was supposed to mean love over hate symbolically or something. Would be cool to know I'm not walking around with something egregious on my body. Thanks for the help.

and

So in this way this literally means "love over hate"
