Felt pad razors have a felt lining on the inside of the scales. The felt was impregnated with an oil. The idea was the oiled pads kept the blade from oxidizing and thus stayed sharper longer.

It's possible it may have been an oil but my take on it was that they had an antiseptic in the felt. I have another one that says Antiseptic on the blade.
I remember having to make a scale on one because one of three I have had a broken scale. I think I have parts for another one in a bag somewhere. I thought I had information on them & I may but I just couldn't find it at the moment. They were from St. Louis, MO.

Does "no stain" without an inox reference tell me anything about the date of manufacture?

Ya. You don't want to bear down! Let the bar guide you. The handle will be super-close to the face as in comparison to a Gillette. More like a Gem! Somewhere in-between, I suppose!
