    Sadly enough those penalties are nothing. Someone from out of country get pinched and he is not allowed to hunt in Ontario for one year and has to pay a little chump change. That is almost encouraging the illegal hunting. I think I am embarrassed for the Canadian Judicial system.

    Yup, almost like the fines in industrial accidents, chump change. Oth it does show that both hunter and guide are responsible to know the law.

    This is especially true in poor countries.. You can find all this info easily if you chose..

    As to guilt, I wasn't there, but I do know that most of the guilt if any will go against the PH ie: the Guide as that is his job and his license that are in jeopardy..

    Makes you wonder what went on when the decision was a surprise to the Safari Operators Association of Zimbabwe's President who was quoted in the same article. Apparently they seemed to be under the same impression as a lot of members in this thread. That is that he should have been charged.

    It is a big money industry perpetuated by people with tons of money and often connections as well. I am not shocked at all that illegal stuff goes on and without much in the way of penalties. It is all about people with tons of cash that get to do what they want Rich people make the rules and it is their play ground so you cannot expect them to make rules that would make it uncomfortable for them.
