This looks like soneone attacked it with a dremel drum sander.
    Well, in the seller's words
Okay, lets cut to the chase...IVORY HANDLES! Who cares about anything else if these are really ivory handles. These are the first and only I've seen or acquired since I've been a member of eBay or a collector (I'm 72 and been around the block a few times).
Except that the back scale is bone not ivory.

Here is one that is a high risk and not so high reward. If the pictures were clear I would jump on it but they are not

I thought the same thing about that Filli. Do I see pitting that has been buffed? I don't know nor do I plan on finding out.

Not sure if this is where I should ask this but since it is an item I saw on eBay, I figure I should. As with everything, I will preface this with I'm a newbie...

I found this listing on eBay and noticed that there is some chipping. So my question is how much chipping is too much chipping? Or is any chipping considered too much?

Well, depends on what you want. if you want something that can shave this level of chipping is tolerable. It is worth few hundred years of proper razor usage and maintenance, but it's not uncommon. Personally I think that if honing past the chips requires approaching the shoulder that's way too much chipping. This one doesn't.

Keep in mind that the existence of chips may mean cracks, either existing, or starting and propagating through the blade during honing, so that's a risk. I had a very nice mappin&webb that couldn't save. It had serrated edge with the same level of chipping, I am quite careful honing and was using quite slow hones, but still a crack started from one of the chips and that was the end of the blade.
