I am happy to say I no longer have any sources for acid.

That is indeed one of the sources I was thinking of. I also remember Neil mentioning it.
As it turns out, I have some sufficiently broken ivory scales and phosphoric acid.
The other option, I suppose, is custom jigs and files... Because I've seen enough extremely fine detail which is identical across decades of manufacturing that I doubt it was work done by hand.
Also, as a result of this conversation I just discovered that you can buy dental epoxies through ebay (of course). And the comments are full people doing dentistry on themselves.
Here is what I'm working on this weekend. We will see how far I get before I run out of time. User grade razors. Some in great shape but nothing really special.

Got to make scales for the one on the bottom (Simmons/421/Barber's Pet).
And the third from the left has a few cracks in the tank cover. I got some horn I can cut to put on it. Hoping I can handle the pinning of this and shaping of such small stuff.
Second from the left has some rust on the edge so I havent tried anything with it yet. Might not be worth the time.
So I'm down to little blades now but they are still razors so I'm going to go thru them and get them shaving. Won a group of 5 razors on eBay. All 5/8 but they looked good so I'll have a few more in a week or two. My collection of used scales is dwindling down to next to nothing now so I might just have to start all over again. Thats the fun part. Sure like this hobby but the razors are starting to stack up. Ha.
