Simple, dilute the milk with water and boil tea and spices ( or mashala tea) with it.

I agree with Bela' ......I would like to add though that if you wanted to you could even shake a little spice right in your cup add hot tea and milk and you will get the same result. I think your trying to make it harder than it has to be. Think of it as three components 1)black tea 2) hot milk 3) spices ......the combination in which you add them is up to you. The spices only need about a minute or two to add their flavor and you are going to end up with the same results no matter what. You really only have to remember to not over brew your tea and your milk doesn't have to be rolling boil, just hot. Also don't be alarmed if you get a little spice sludge in the bottom of your cup, even with straining if you strain at all. And you also don't have to go crazy with your spice amounts. A little goes a long way since the spices you will be using are strong in their own individual rights. Experiment till you get the taste to your liking. Chai should be simple not rocket science.
