    My only point was that the owner of the building IS paying the property taxes, unless the government is allowing him to avoid paying them.

    The owner is paying property taxes, but that amount is relatively small, compared to whatever the rent is, and he pays it regardless of whether it is rented out or not.

    The big money is in the rent. The owner has to pay significant income taxes, and on top of that he is obliged by law to maintain his property up to code (electric, health, ...).
    A lot of property is privately owned, and some people without morals buy old and damaged houses, and rent them out to illegal immigrants. Those people are usually desperate so
    a) the owner can charge more
    b) the owner can keep on neglecting his property (whom are they going to complain to?)

    The owner now has a lot of money off the books, and this is a problem because that is a large amount of cash on which no income tax is raised.

    Of course there are some people who go halfway: they know the renters are illegal and they charge ridiculous amount of money for a neglected house, but he declares it to the IRS. that way, the owner is legally covered, and can make a lot of money without maintenance because he knows that he is in power.
