This is the first razor I have tried but being that I want to use it rather than take it apart I just cleaned it up The best I could without taking too much metal away. The blade is 2.25".

    Before

I sanded it down to 2000 grit after this next picture. This is taken around 800 grit.

I'm going to try to pick up a couple more to play around with because I find this to be fun. I could spend more time on it, but I really want to use it Lol.

That razor scales are off-gassing with cell rot. Unfortunately, that style is notorious and will probably be very brittle.

Cleaned up nice, is an old Genco, does have some pitting. You should put the blade on a stone and see if it will take an edge. The blade may be worth re-scaling, but get rid of those scales.

Be careful where you store it. It can infect others.

What signs do you see that show scale rot, so I know what to look for?

Look for patches of pits on the blade that line up with discoloration in the celluloid scales and
there will be an odor, but I forgot how describe it.

It could be me, but I don't smell anything crazy with it. Only issues I can tell is, it is scratched up from what looks like sanding. I'm new to all this so I could definitely be wrong. I hear camphor has a very strong smell. I'll do some more research on it.

It's stored away from my other razor. No issue being mixed in the bunch since this is my second razor.

Seal it in a zip lock bag for a couple days first. Then see what it smells like when you open it.

Yea, store it separately and see if it starts to smell or rust the blade after a week or so.

Cell rot can take many forms, from turning the blade black to just rusting in some spots where there is color change in the scales, of heavy rusting completely or a spider web effect. There were many different formulations of celluloid as they tried to make different designs and colors, so it can take different forms, once off gassing begins.

Moisture and exposure to light, as in a glass case in the sun, an Antique store, will cause it to start.

That celluloid scales design, came in other colors and was prone to cell rot. The most common seem to be white scales with color, the faux tortoise patterns and transparent scales. Double Ducks are notorious.

Another tip is shrinkage, if the scales hit the wedge or it is proud of the scales a bit, chances are it is beginning to off gas.

Generally, if you see heavy rusting or pitting on a blade with celluloid scales, be suspect.
