Going to leave them an hour as they are very closed cells. Camel I believe.

Get a lot of my horn and bone from him. Works out a fair bundle deal if you order around 10 pcs or more.

Perhaps you said and I did not see it, but the bone scales were not polished as you attempt to 'dye'?

I am reminded of Pixelfixed's method. Some cigarette butts, coffee grounds, and whatever went in the mix.
Seems he soaked a long time as well?
Might take a lot to do it? You might have to set the tang in there to get a match as well!
Matching ivory to white camel bone is quite the challenge, IMO.
Keep at it! We shall advise!
I do think constant soaking will not bode well for the scales, being bone. JMO.
